Rep. Chris Smith insisted Tuesday that the welfare of children in his state of New Jersey must come first when it's determined if they'll be back in their classrooms this fall, and the decision must be made very "meticulously," even with daily coronavirus cases dropping.

"Many of the students, and I have grandchildren who are in school, they get their instruction from the teachers at home who are in a safe environment," the New Jersey Republican said on Fox News' "America's Newsroom." "There are so many unknowns still about the coronavirus and they re-manifest themselves."

New Jersey does not want a reemergence of coronavirus after the difficult situation it went through earlier this year, and it does not want children getting sick or transmitting COVID-19 to their parents or teachers, said Smith.

"If, and only if, and I say that with capital letters, it is safe" would it be okay to return children to school full-time, Smith added.

Also on Tuesday, Smith called a push from China to sanction him, Sens. Marco Rubio and Ted Cruz, and Ambassador for Religious Freedom Sam Brownback "outrageous." The four had been critical of the ruling Communist Party's policies on people of faith and minority groups concerning alleged human rights abuses against Muslims in China's Xinjiang region.

"I've worked for human rights issues in China for the entirety of my career," said Smith, adding that Chinese leader Xi Jinping promised that human rights would be considered basic law until 2047.

"They dishonor themselves and that promise and very important, the Muslim Uighurs who are now the subject of forced abortion and forced sterilization, concentration camps that as you know, we had one or 2 million people ... we will double down on behalf of the oppressed and whether or not we may be able to get past the ban."
