It will be difficult to land a deal on immigration with a White House that "is not being very helpful" in trying to figure out how to get Democrats to agree to vote for it, Sen. Chris Murphy said Tuesday.

"Remember, Republicans are going to be very reluctant to endorse anything that doesn't have the president's approval on it," the Connecticut Democrat told MSNBC's "Morning Joe." "While they are consumed with the [Rob] Porter scandal, it's not giving any Republicans any guidance."

There is a deal that can be reached to protect the nation's dreamers, continued Murphy, but the White House will need to be involved in it "because Republicans are freaked out that they're going to get out on a limb."

To come up with a plan, said Murphy, Senate Majority Leader Mitch McConnell will have to have a "truly open floor process on which we vote on a number of proposals to see which one gets to 60, not vote on a few amendments today and tomorrow and only one vote on a comprehensive bill, which is the president's bill."

Meanwhile, the most success on votes has come when President Donald Trump is less involved but still supportive of the compromise Republicans reached, such as on the budget agreement passed last week.

"I was criticizing him before for being distracted and not involved in the process, at the same time on overly involved president may not be helpful here either," said Murphy.

The senator also discussed the ongoing issues concerning former White House aide Rob Porter, who is no longer in the administration because of claims of spousal abuse from both of his ex-wives.

The issue has spotlighted the lack of security clearances for many White House aides, and Murphy said he is concerned that people are handling the president's briefings who have not been cleared by the FBI.

"Remember, this is a president who ran his campaign against Hillary Clinton on the fact she couldn't handle classified information," said Murphy. "I think the president has to be such stronger on taking care of people who have been accused of this kind of abuse inside his White House but he also has to answer why he's got people handling sensitive information that the FBI has said are not qualified to do that. "
