Sen, Chris Coons, who with Sen. John McCain is sponsoring a bill aimed at creating a pathway to citizenship for the nation's dreamers, said Wednesday he believes immigration legislation should be done in two phases, but the Department of Homeland Security has already panned their proposal.

"I think we should be focusing first on a pathway to citizenship for dreamers, and a robust plan for border security," the Delaware Democrat told MSNBC's "Morning Joe," with President Donald Trump's call to end chain migration and the Visa lottery system to be addressed later.

"I think that is a responsible deal that allows the president to get what he's been looking for, and allows those of us who are advocates for the dreamers to secure some stability for them," said Coons. "There are many other issues that are unresolved and unaddressed from temporary protective status to H1B and H2B visas. One of the challenges we face is we're negotiating with someone like Donald Trump who doesn't seem to take yes for an answer...I think he should let the senate do its work and then see what he's willing to accept."

On Wednesday, however, the Department of Homeland Security slammed the proposal for its its focus on citizenship but not a border wall or other demands Trump is seeking.

"The McCain-Coons proposal does not authorize a single penny for appropriations for border security, ensuring that our nation’s border is never secured or our national security protected," DHS said in a press release, reports The Washington Examiner.

"Rather than securing our border, the McCain-Coons proposal requires DHS to submit a strategy on border security to Congress, something that DHS has already done."

Further, the release said, "rather than implementing DHS’ strategy, the McCain-Coons proposal completely ignores it and instead asks DHS to submit another, redundant plan. This is an insult to the expert men and women who spent thousands of hours putting together the plan that the McCain-Coons proposal summarily rejects."
