Cardin: State Dept Reorganization Plan Nowhere to Be Found

The Trump administration is no longer new, and the reorganization plan for the State Department is nowhere to be found, Rep. Ben Cardin, the top Democrat on the Senate Foreign Relations Committee, said Tuesday.

"[This] is causing in and of itself a morale issue within the State Department," the Maryland lawmaker told MSNBC's Andrea Mitchell. "We do know that there has been an exodus of experienced, key, high-level officials at the State Department, there are a lot of unfilled positions at the state department, and we know that people are not getting the direction they need in order to carry out foreign policy."

The nation's diplomacy and development assets are critically important to the nation's security, said Cardin, and "it's clear we don't have our team in place, and there is a lot of just information out there that is uncomfortable for people who look at a career in the State Department."

Meanwhile, news broke over the weekend that Secretary of State Rex Tillerson would not be sending a delegation of senior-level staff with first daughter Ivanka Trump to the Global Entrepreneurship Summit in India this week.

Cardin, though, questioned the "mixed message" she carries with her, however, as she's speaking about women's empowerment in countries where shops with underpaid women and labor make the apparel that has been sold under her name.

"It would be a lot more credible if she spoke out against some of the practices in India concerning women and labor," said Cardin. "She didn't mention any of that, and she talks about the Trump administration. President Trump just came back from a trip to Asia in which he hardly even mentioned anything about human rights and all the problems we're having in Asia. It is unclear about what Ivanka Trump was doing as far as foreign policy in the United States and India."
