President Barack Obama will deliver a speech on how president-elect Donald Trump can build upon his administration’s counterterrorism strategy, The Wall Street Journal reported.

The speech "will be a final opportunity for him to discuss at length how he has effectively, durably, and successfully implemented reforms to keep us safe," White House press secretary Josh Earnest said Thursday, per the Journal.

Obama will travel Tuesday to MacDill Air Force Base in Tampa, Fla., where he will meet with members of the military and give the speech, which will likely be one of his last before the end of his term.

MacDill houses U.S. Central Command and U.S. Special Operations Command, both of which were highly involved in American efforts against Al Qaeda and ISIS in the Middle East.

"The president also will deliver formal remarks on the counterterrorism strategy he has directed as commander in chief, including our strategy and the gains we have made, while staying true to the values that have always been at America's core," Earnest added.

The Obama administration recently expanded the Joint Special Operations Command the power to track, plan and possibly initiate attacks on terrorist cells around the world, The Washington Post reported. The administration also expanded the legal scope of the war against Al Qaeda, according to The New York Times, allowing Trump to engage the members of the extremist militant group the Shabab in Somalia.

"This administration leaves the Trump administration with tremendously expanded capabilities and authorities," Micah Zenko, Council on Foreign Relations senior fellow, told The Times.
