Bernard Kerik: Prison Reform Can End 'Permanent Underclass'

Former New York City Police Commissioner Bernard Kerik told Newsmax TV on Tuesday the United States will "eventually create a permanent underclass if we don't do something for these men and women when they get out of prison."

"We have to have re-entry programs to get them back into the workforce," Kerik, who oversaw the city's forces on 9/11, told "Newsmax Now" host Kirsten Haglund. "We have to do things for them inside the prison."
