The Army, Navy, Air Force, and Marines all lost a major battle recently: All four branches flunked a financial audit that concluded the Pentagon fails to properly track its own funding, assets, and expenditures.

“Basically,” wrote The New York Times’ editorial board, “the auditors couldn’t account for where all the money went because of flaws in information technology systems.”
