Many analysts say President Donald Trump has already made inroads in the African-American community thanks to sentencing reform and a booming economy. But Dr. Ada M. Fisher, a longtime Republican National Committee member from North Carolina, says the president can turbocharge the trend with a stroke of his pen.

Dr. Fisher, an outspoken Republican and physician, is urging federal debt forgiveness for historically black colleges and universities (HBCUs).
