Zinni: US Must Act on ISIS Partly Because of Guilt

Retired Marine Gen. Anthony Zinni says the United States has a moral obligation to fight the Islamic State (ISIS), partly because it created the situation that helped the terror group come to power.

But Zinni, appearing Tuesday on "The Daily Show,"  said America also has residual guilt for not taking action early enough during the Holocaust and in other places where atrocities were being committed, such as Rwanda, Burundi and Cambodia.

"That guilt works both ways. We may have contributed to it. There are times in our history where we looked the other way," the former CENTCOM commander said.

Zinni says the second war in Iraq was unnecessary, and the United States should have focused instead on al-Qaida in Afghanistan. But now that ISIS is committing beheadings, crucifixions, rapes and other atrocities, the United States is right to take action against it.

He is not as keen on using the Kurds, the Iraqi army and the Free Syrian Army rebels as ground forces.

"We don't even know who they are," he said of the Syrian rebels the United States has decided to train and arm. Some reports have indicated they may have actually formed an alliance with ISIS to fight the Bashar Assad regime.

The United States is seeing the limits of its ability to transition countries that are "locked in the ninth or 10th century" into Jeffersonian democracies and free market economies, he said.

And, he added, we are trying to "do it on the cheap."
