Rep. French Hill: Obama Needs to Present Clear ISIS Mission

Congress will look "very, very carefully" at President Barack Obama's request for authorization to use military force to see if it contains a winning strategy to defeat the Islamic State, according to Arkansas Rep. French Hill, who appeared Tuesday on Newsmax TV's "America's Forum."
 
"I don't think that we should have Congress trying to legislate and limit a president's ability to carry out executive actions of conducting international warfare," he said.

"I'm not so sure it's even constitutional to provide those limitations, and you want to have commanders on the ground have a clear mission, have the resources to have victory in that mission, have a mission that's supported by the American people, and therefore has the support in the Congress, and I'm not sure the president's draft heads in the right direction," Hill said.

But having the discussion is important, Hill said, especially when "we propose to commit American treasure and troops abroad."

Hill also weighed in on the Keystone XL pipeline and a potential veto by Obama.

The pipeline gives the United States foreign policy and national security options, he said, and "allows us to have an abundant, cost effective flow of energy to recruit manufacturing back to our country."

Obama's six years of "dillydallying" on the pipeline have resulted in its costs skyrocketing by 50 percent, according to Hill.

"There's a majority of Americans that support it, the Congress supports it, the courts support it, and we need to move forward — and right here in Little Rock, we make the pipe for the Keystone pipeline and there's 700 miles of it stacked up at a rail head about 10 miles from where I'm sitting today," Hill said, noting that making the pipe supported some 600 jobs in Arkansas.

"We have to remind ourselves, this is a private sector project that's helping us towards our goal for North American energy security," he said. "It's not a government project and it'll support over 40,000 jobs incidental to it in connecting oil from Canada to Houston.

"It's something that needs to be done and I'm flabbergasted that everybody's for it except for one guy who's down at 1600 Pennsylvania Ave."
