Rep. Diane Black: Bill Would End Waste, Fraud in GSA

Rep. Diane Black says a new bill she is co-sponsoring will stem a litany of waste, fraud, and abuse of taxpayer money by the scandal-scarred General Services Administration.

"We want to put limitations on their spending, their outlandish spending, and we want to also have more transparency so that we can know what they're doing and have good oversight," Black, a Tennessee Republican, told "The Steve Malzberg Show" on Newsmax TV on Wednesday.

Black, a member of House Ways and Means Committee and the House Budget Committee, said the Government Spending Accountability Act of 2015 would help prevent such outrages as the infamous 2010 GSA trip to Las Vegas.

The agency splashed out $822,000 for more than 300 employees to attend a Las Vegas junket that included outlays for a clown, a mind reader, and commemorative coins.

A video from the gathering showed a federal employee performing a rap song about wasteful spending and joking he would never face an internal probe.

The spending spree helped lead to the resignation of GSA administrator Martha Johnson.

"We found out [about it] because they had put something out on the Internet about all the fun that they were having in hot tubs and various items that they had purchased," Black said.

"We took action and put some limits on the amount of spending, and now the administration is wanting to lift those limits on the GSA, and we have a bill saying no, you can't do that.

"I can tell you constituents in my district know how to stretch a dollar, and when they read about these kinds of things that are happening, waste and abuse . . . they're angry, and they need to be."

Black said the House passed a bill similar to the one she's proposing now soon after the Las Vegas scandal erupted.

"But . . . Harry Reid was still in control of the Senate, and we were not able to get it through the Senate. But there was at least enough shame that there was some limitations put on their spending," she said.

"Now what's happening is we see this administration wanting to lift those limitations and we want a bill to strictly say you cannot do it. We want to shame this administration into signing that bill.

"I believe that it will pass in the House, but we hope that when it goes to the Senate, we'll be able to pick up six Democrats over there that will agree with us that this is not what we want our taxpayer dollars to be spent for and that the president will sign it into law."
