Donald Trump Saturday cast Virginia Gov. Terry McAuliffe's plan to restore voting rights to 13,000 felons on Monday as a plan to help Hillary Clinton because it would "cancel out the votes of both law enforcement and crime victims."

"Hillary Clinton is banking on her friend, Terry McAuliffe, on getting thousands of violent felons to the voting booth in an effort to cancel out the votes of both law enforcement and crime victims," he said at the Fredericksburg Expo and Conference Center. "They are letting people vote in your Virginia election that should not be allowed to vote."

McAuliffe is expected to announce Monday that he is restoring the voter rights on a per-case basis, The Washington Post reports.

The move would come after the Virginia Supreme Court ruled last month that the Democrat had overstepped his authority in the clemency move.

McAuliffe had issued an executive order in April that restored the voting rights of more than 200,000 felons.

But the state Supreme Court had ruled that the governor could not restore rights en masse; instead he must handle each case individually.

Of the more than 200,000 felons whose rights had been restored, only about 13,000 had actually registered to vote.

"It is sad," Trump told the Fredricksburg crowd. "So sad."
