Tariff rollbacks, not a payroll tax cut, would be the best way for President Donald Trump to boost the economy, several conservative groups and right-leaning analysts are saying.

"There's no reason to do [a payroll tax cut] right now, but there is every reason to address tariffs right now," Alison Acosta Winters, senior policy fellow at Americans for Prosperity, told The Hill.

Trump has been going back and forth when asked about making a payroll tax cut. Tuesday, he said the cuts are "something we think about," but on Wednesday he said he's "not looking at a tax cut now. We don't need it. We have a strong economy."

Meanwhile, White House economic adviser Larry Kudlow told Fox Business Network Thursday that the White House is considering a "tax cuts 2.0 package" to help the economy, but said a short-term payroll tax cut "would have no lasting effect."

Officials from conservative groups are also saying the tariffs are damaging.

"Repealing the tariffs is about more than just providing tax relief, it's also about removing economic uncertainty that will lead to investment and job creation," said Brandon Arnold, executive vice president of the National Taxpayers Union.
