Secretary of State Rex Tillerson said the sanctions bill that passed overwhelmingly in Congress represented "the strong will of the American people," but added he hoped one day they would "no longer be necessary," the Washington Examiner reported.

"The near unanimous votes for the sanctions legislation in Congress represent the strong will of the American people to see Russia take steps to improve relations with the United States," Tillerson said. "We hope that there will be cooperation between our two countries on major global issues and these sanctions will no longer be necessary."

"We will work closely with our friends and allies to ensure our messages to Russia, Iran, and North Korea are clearly understood," he added.

The White House announced Friday President Donald Trump would sign the bill that faced a possible veto override. The financial sanctions target Russia for its meddling in the 2016 presidential election and military aggression. The bill also imposes sanctions against Iran and North Korea.

White House press secretary Sarah Sanders released a statement Friday night that said the president had been involved in negotiating key elements of the legislation.

"President Donald J. Trump read early drafts of the bill and negotiated regarding critical elements of it," Sanders said. "He has now reviewed the final version and, based on its responsiveness to his negotiations, approves the bill, and intends to sign it."

In response to the legislation, Russia ordered the U.S. to cut its number of diplomats in the country and froze two embassy compounds.
