LIGNET: Russian Recalcitrance May Delay UN Agreement on Syria

Russia’s insistence that the Syrian rebels were responsible for last month’s chemical weapons attack suggests it will show no flexibility in crafting a Security Council resolution to implement the U.S.-Russia deal to eliminate Syria’s chemical weapons stockpile, especially on the issue of including a use-of-force provision in case Syria does not comply. It also indicates that Russia may turn a blind eye to the Assad government’s "cheating" on the agreement.
