Joint Task Force Katrina Commander Russel Honore continued his attacks Thursday on the Trump administration's response to the hurricane devastation in Puerto Rico, calling for a full evacuation of the island.

"We need to do an evacuation," Honore, a retired Army lieutenant general, told Brooke Baldwin on CNN. "You can call it a voluntary evacuation, but we need to support that because people don't have money.

"Send ships in. Every airplane should leave full.

"Let the airline companies go in with wide-body airplanes, pick hundreds up, take them to relatives in New York, Chicago — wherever — Miami, and then New Orleans.

"Let them find a place where they want to go stay so they can register for help from FEMA."

President Donald Trump on Thursday waived federal restrictions on foreign ships delivering cargo.

House Speaker Paul Ryan said the Federal Emergency Management Agency's disaster relief account will get a $6.7 billion increase by the end of the week.

The White House also named Army Lt. Gen. Jeff Buchanan, a three-star commander, to oversee relief efforts on the ground in Puerto Rico.

Honore praised Buchanan as "the right guy," but noted that "for some reason, we've spent eight days to do what we should have done on the second day.

"They need to scale up," he told Baldwin. "Katrina had 20,000 federal troops, over 200 helicopters and 20 ships.

"What in the hell are they doing? They are talking about partners and business plans. The Defense Department doesn't operate that."

He said that U.S. military agencies had the authority to open Puerto Rico's airport and seaports.

"The Air Force could have been there Sunday evening and had the damn airfield open.

"We're operating with this partnership B.S.," Honore declared. "Give the mission to the Department of Defense.

"If a foreign nation would have attacked, we would have had the entire fleet out there."
