U.S. Secretary of State Rex Tillerson said Tuesday that the American Embassy's move to Jerusalem will take three years at least, The New York Times reports.

"It's not going to be anything that happens right away," Tillerson said while delivering a speech at the State Department on Tuesday. "Probably no earlier than three years out, and that's pretty ambitious."

According to The Times of Israel, he made a similar statement last week: "this is not something that is going to happen this year or probably not next year but the president does want us to move in a very concrete, very steadfast way to ensure the embassy is located in Jerusalem when we're able to do so, at the earliest possible time."

Republicans Overseas Israel chairman Mar Zell told Haaretz that he is disappointed by the announcement, and noting that the U.S. appears to be planning on constructing a whole new embassy building.

"Why they made this decision, I don't know," he said. "It strikes me as a needless expense considering that the president is currently cutting back on the State Department budget."

He added, "I have stated in previous interviews that if the United States wished to do so, it could have moved the embassy immediately by redesignating the American consulates in Jerusalem as embassies. All it would have required is changing the signs on them. Nor would it have been a problem to relocate the ambassador's residence to Jerusalem or simply provide him with an office there."
