The popular vote final official total – Hillary Clinton 65,844,954 (48.2%), Donald Trump 62,979,879 (46.1%) – made Clinton the biggest presidential loser ever in terms of receiving the most votes and still being denied the White House.

CNN on Thursday reported the certified final election results from all states and the District of Columbia.

Clinton's total surpassed the votes President Barack Obama received in 2012 (65,446, 032) in winning re-election against Republican Mitt Romney.

Trump, though, won slim victories in Wisconsin (0.7 percent), Michigan (0.2 percent), and Pennsylvania (0.7 percent), all states President Obama won in 2008 and 2012, to win in the Electoral College, said the Cook Political Report.

"... while she narrowly improved on President Obama's margin in non-swing states (4.1 percent vs. 4.0 percent), she vastly underperformed in the 13 swing states that actually mattered: Obama's 3.6-percent margin in those states morphed into a 1.8-percent Trump lead."

After the states formally cast Electoral College votes this week, Trump officially finished with 304 compared to Clinton's 227, said Fox News.

Trump posted on Twitter that he could have won the popular vote, but concentrated on capturing the Electoral College.

Trump charged in a Twitter post last month that he would have won the popular vote if it were not for alleged illegal votes for Clinton.

Al Gore previously was the biggest presidential loser, winning 50.9 million votes to George W. Bush's 50.4 million votes in 2000, but losing in the Electoral College 271-266, according to 270toWin.com. In 1888, Grover Cleveland captured 5.54 million votes to Benjamin Harrison's 4.43 million, but lost to Harrison in the Electoral College 233-168.
