Some members of the Republican Party in Congress are not ready to give up on campaigning on their promise to repeal and replace Obamacare, according to a Tuesday report in Axios.

"We're going to keep trying. We'll try a third time. If it doesn't work, we'll try a fourth or fifth or sixth or seventh. We'll eventually get it done," Sen. John Kennedy, R-La., said, according to Axios.

Some Republicans are concerned that the party is too focused on Obamacare, which led to election wins when they campaigned against it in 2010, Axios reported.

"They can't stop themselves. It's an addiction and an unhealthy one at that," a former Republican aide said in the Axios report about the effort to repeal and replace.

Some officials and Republican policy experts say that smaller changes and the overall healthcare system would be a better focus than repealing and replacing.

"I think that language has proved unhelpful and the messaging should be changed. Time to leave the baggage behind," said Doug Holtz-Eakin, who was an adviser to John McCain's presidential campaign, in the Axios report.

Repealing and replacing Obamacare was "a slogan, and apparently many Republicans didn't believe it," Sen. Rand Paul, R-Ky., told Axios.

"So far, we haven't been able to demonstrate that we can get 50 votes for a repeal and replace alternative. So, you know, how you phrase it and how you message it probably is somewhat at work," said Sen. John Thune, R-S.D., according to Axios.

Some members of the GOP are admitting that the repeal might not ever get done, according to a Monday report in Politico.

"I would bet a substantial part of it is there 10 years from now," one Republican senator said in that report.
