Groups Want Obamacare Exchanges to Register Voters

The Healthcare.gov website already includes a link to allow people signing up for health insurance to register to vote, but now some voting rights groups are pushing to make it even easier to do, The New York Times reports.

The League of Women Voters, Project Vote, and liberal think tank Demos say that the 13 states that have their own healthcare exchanges have done a better job of complying with the National Voter Registration Act, known as the "motor-voter" law, than Healthcare.gov has.

The voter registration notice is so small that most people don't see it, the groups say, and "navigators" who are hired to help people through the sign-up process also have either failed to notice it or have feared it was too political to bring up.

"Anxiety on the part of navigators could be addressed by the federal government clearly saying what their responsibilities are under the law," Jenn Rolnick Borchetta, senior counsel at Demos, told the Times.

Not all voting rights advocates believe the challenge would hold up in court.

"It’s an interesting, creative argument," University of California, Irvine law professor Richard L. Hasen said. "I just don’t know if the courts will buy it or not."

Republicans have opposed registering voters through Obamacare exchanges.

HealthCare.gov was never intended to be a voter registration tool, just as state secretary of state websites, which register voters, aren’t used for signing up for healthcare, Louisiana Rep. Charles W. Boustany Jr. told the Times.
