More than eight out of 10 groups that help people with Obamacare enrollment say they are getting reduced funding from President Donald Trump's administration, according to a Kaiser Family Foundation survey.

The groups, called navigators, help Obamacare customers with outreach, education, and enrollment assistance on the Obamacare exchanges or Medicaid.

According to the survey:

  • 49 percent said their funding was cut by more than half
  • 33 percent said their funding was cut by less than half
  • 18 percent said their funding increased or stayed the same

The Trump administration said in August that it would cut funding based on how navigator groups achieved their enrollment goals in the previous year — for example, if a navigator hit 30 percent of its goal, it only received 30 percent of the funding, according to CNN.

Some navigators said in the survey that federal data did not accurately reflect enrollment numbers. Some had funding cut even if they met goals, the Kaiser survey reported.

  • 22.5 percent: Met goal, had funding cut
  • 7.5 percent: Missed goal, had funding cut by that percentage
  • 27.5 percent: Missed goal, had funding cut more than that amount
  • 27.5 percent: Missed goal, had funding cut by less than that amount
  • 15 percent: Met goal, funding not cut

The survey asked how the navigators would handle the funding cuts:

  • 89 percent: Lay off staff and cut advertising
  • 81 percent: Reduce outreach
  • 57 percent: Put limits on time spent helping with difficult cases

The Kaiser survey also found that regional navigators would cut back their service areas by 67 percent — and that 72 percent of the regional navigators would reduce services available to those in rural communities.

The administration also is reducing advertising for Obamacare by 90 percent and taking the signup site offline for maintenance more often, which critics say will lead to a reduction in signups, CNN reported.

The president is expected to sign an executive order Thursday that would allow customers to circumvent Obamacare rules and buy bare-bones insurance plans.
