National Security Agency Chief Admiral Michael S. Rogers says a nation-state purposely targeted Democratic nominee Hillary Clinton in an effort to affect the presidential election and used WikiLeaks as its platform.

"There shouldn't be any doubt in anybody's mind. This was not something that was done casually. This was not something that was done by chance. This was not a target that was selected purely arbitrarily. This is a conscious effort by a nation state to attempt to achieve a specific affect," said Rogers Tuesday at a Wall Street Journal conference. 

 

 

The U.S. intelligence community in early October blamed Russia on the hacks, which focused on Clinton and her campaign chairman John Podesta. WikiLeaks released thousands of emails related to the FBI's investigation into how she handled classified emails on her private server and also produced copy from Podesta's account, one in particular that showed interim DNC chair Donna Brazile passing along questions to one of the presidential debates.

WikiLeaks didn't release any correspondence from President-elect Donald Trump's camp but founder Julian Assange denied any ties to Russia a day ahead of the election.

Rogers went on to say that the NSA is trying to make life "harder for hackers" and also "trying to increase capabilities both in the private sector and the government."
