The United States' goal when dealing with North Korea is "very clear," retired four-star Gen. Jack Keane said Monday — to denuclearize North Korea.

"It's not sufficient to stop miniaturizing nuclear weapons to put on ICBMs (intercontinental ballistic missiles)," Keane, who is now a Fox News military analyst, told the "Fox and Friends" program. "The administration has set this end state out right from the beginning, and they haven't moved from it, and that is to denuclearize North Korea."

To stop North Korea from making nuclear weapons it can put on ICBMs, he continued, "you must get rid of all [their] nuclear weapons."

The strategy began with the first week of the Trump administration, when Defense Secretary James Mattis was sent to the Far East, where he told allies the military option for North Korea was back on the table.

"Then, the rest of the national security team, to include the vice president and the president, began to convince our allies and also North Korea and China that we were serious about the military action because Obama never was," Keane said.

Trump then had some "good fortune" when Syrian President Bashar al-Assad conducted a "horrific attack on his own people, with chemical weapons, on the very weekend [Chinese] President Xi [Jinping] was visiting Mar-a-Lago. At that point the Chinese president knew he had a different president in the White House and things changed."

Several nations already  have curbed diplomatic or business operations with North Korea, but Keane said he does not know what Trump meant with a tweet that "only one thing will work" when it comes to the country.

"I don't know what he means because I'm not inside his head, and, obviously, he has information that none of the rest of us have," Keane said.

The reality is, he continued that the "economic noose" is tightening around North Korea.

"Countries are shutting down North Korea's embassies in their country, China is cutting off doing business with North Korea with the Chinese banks," Keane said. "That is the most significant progress. If the Chinese carry this through and we're in the beginning stages of it, it's that most significant progress any president has ever had in dealing with this issue on North Korea."
