Sen.-elect Mitt Romney, R-Utah, sharply criticized President Donald Trump in a new opinion piece published Tuesday, saying his "words and actions" are disrupting the world.

Romney, who will be sworn into his new job on Capitol Hill Thursday, penned a Washington Post story setting the tone for his agenda and how he intends to vote on issues.

"It is well known that Donald Trump was not my choice for the Republican presidential nomination," Romney wrote. "After he became the nominee, I hoped his campaign would refrain from resentment and name-calling. It did not. When he won the election, I hoped he would rise to the occasion.

"His early appointments of Rex Tillerson, Jeff Sessions, Nikki Haley, Gary Cohn, H.R. McMaster, [former chief of staff John] Kelly and [Secretary of Defense James] Mattis were encouraging. But, on balance, his conduct over the past two years, particularly his actions this month, is evidence that the president has not risen to the mantle of the office."

Romney was particularly hard on Trump for firing Kelly and for losing Mattis, who announced his resignation shortly before Christmas because of disagreements he had with Trump. But Romney's criticisms didn't stop there.

"With the nation so divided, resentful and angry, presidential leadership in qualities of character is indispensable," Romney wrote. "And it is in this province where the incumbent's shortfall has been most glaring."

Romney, a former Massachusetts governor and the 2012 Republican presidential candidate, added that other nations are paying attention to what's happening in the U.S.

"Trump's words and actions have caused dismay around the world," wrote Romney, who then cited a Pew Research Center survey that concluded just 16 percent of residents in several foreign countries think Trump would "do the right thing in world affairs."

Trump's 2020 campaign manager Brad Parscale accused Romney of lacking the ability "to save this nation."

“The truth is @MittRomney lacked the ability to save this nation. @realDonaldTrump has saved it,” Parscale wrote on Twitter. “Jealously [sic] is a drink best served warm and Romney just proved it. So sad, I wish everyone had the courage @realDonaldTrump had.”
