A government watchdog criticized the U.S. effort in Afghanistan as ill-prepared from its outset 15 years ago, Stars and Stripes reported.

A Special Inspector General for Afghan Reconstruction report called out the United States' flawed use of the wrong mix of advisers — and strategies — the military news outlet reported.

The Special IG report singled out community-policing training for 100,000 Afghan officers in particular — which was performed by U.S. Army advisers, infantry officers and, in one case, an Army helicopter pilot, Stars and Stripes reported.

The blunders resulted in an "identity crisis" within the Afghan National Police, the report found.

"One U.S. officer watched TV shows like 'Cops' and 'NCIS' to learn what he should teach," report director John Sopko said Thursday, Stars and Stripes reported.

The U.S. training effort, according to the report, failed from the beginning "to understand the complexities of the mission." And the report criticized early U.S. partnerships with independent militias and politically constrained deadlines by Washington as undermining factors.

"Ultimately, the United States designed a force that was not able to provide nationwide security, especially as that force faced a larger threat than anticipated after the drawdown of coalition military forces," the report concluded.

The United States and Afghans have started work on some of the 35 recommendations in the report, Sopko said, Stars and Stripes reported.

"The (Afghan forces are) fighting hard, and improving in many ways," he said, the outlet reported.

"But we have to do a better of job of assisting their growth. Smarter and more appropriate security assistance is vital, now in Afghanistan, and later in whatever new contingencies arise."
