Rep. McCaul to Clapper: Americans Returning from Syria Are a Threat

Director of National Intelligence James Clapper is wrong to say there is not immediate threat from the 40 Americans who have returned to the United States after aiding Islamist militants in Syria, says Rep. Michael McCaul.

"I don't quite understand that rationale from an intelligence or counterterrorism standpoint," the Texas Republican said Tuesday on Fox News Channel's "Your World with Neil Cavuto."  "I will tell you the FBI sees it differently."

The FBI has opened active cases on every one of the 40 Americans who have come back to the United States, McCaul said, adding, "We are monitoring these individuals."

Clapper on Monday told a forum at the Council on Foreign Relations that about 180 American citizens have traveled to Syria to aid Islamist militants and 40 have come back, Reuters reported.  He said that as long as none of them commit acts of violence it is their "privilege as American citizens" to come back.

McCaul said that as House Homeland Security Committee chairman, he is briefed regularly on the threats and called Clappers words "very concerning."

"This is the same director of national intelligence that said last year was the most lethal year in global terrorism," he said.

McCaul said he was happy to see Congress finally pass a Homeland Security Department budget on Tuesday. He said the fact that a federal judge has delayed implementation of President Barack Obama's executive actions on immigration make that part of the funding a moot point.

Some conservative Republicans in the House had fought the bill, but House Speaker John Boehner was able to garner enough votes to pass a so-called "clean bill" on Tuesday.

"I didn't like playing politics with national security," McCaul said. "I think shutting down the Department of Homeland Security with a threat environment as high as it currently is would be one of the most irresponsible votes I could cast, and I didn't want that kind of blood on my hands."
