After rising steadily for the past three years, Mexico is experiencing the country's highest homicide rates since their government began keeping records in 1997, Business Insider reported Friday.

October saw the most homicides recorded in a single month at 2,764 victims, and the country is set to see 2017 as its most violent in history.

There were 23,968 homicide victims in Mexico for the year to date, a jump of over 27 percent over last year.

In addition, the numbers collected by the Mexican federal government could be undercounted because the data reported by state governments could misrepresent the number of actual killings.

"We don't know if October was the most violent month in the last two decades. [Federal government] numbers are sufficiently poor to maintain some skepticism," Mexican security analyst Alejandro Hope said.

"If you want to make comparisons between different periods, you have to contrast using the homicide rate, not the absolute number," he added.

Not all homicides are related to drugs and organized crime, the article explained. However, areas known for drug activity have seen a rise in homicide rates.

Areas affected in particular include Chihuahua, Veracruz, Sinaloa and Guerrero. But the popular Los Cabos resort community of Baja California Sur has been affected as well, reporting Mexico's most severe increase in homicide activity.

Mexican President Enrique Pena Nieto has faced criticism over what is seen as the government's ineffective response as he heads into a presidential election in the middle of next year.

Other criminal activity has also surged with increases reported in violent robberies, extortion, sexual attacks and femicides, which are homicides that target women in particular.
