State Dept.'s Harf: US 'Very Good' at Killing ISIS Terrorists

State Department deputy spokesperson Marie Harf told MSNBC's "Morning Joe" the military was "very good" at killing Islamic State (ISIS) terrorists and would continue to do so, even though she told CNN on Monday the U.S. couldn't "kill our way out of this war."

"We are killing them and will continue killing ISIS terrorists that pose a threat to us. We're very good at that," Harf said Wednesday.

Harf met with immediate criticism after her comments on CNN's "Hardball with Chris Matthews" where she said, "We cannot kill our way out of this war" and suggested many people joined ISIS because of a "lack of opportunity for jobs."

In addition to military efforts, Harf told "Morning Joe" it was important to "look at things like governance, like opportunity, so these groups aren't able to get more people to their cause," adding the opinion was shared by "military commanders, politicians of both parties, counterterrorism experts."

It was up to the "international community" to address the causes of why someone would be drawn to join a terrorist organization, Harf said, adding the U.S. could "lead the way, and that's what we're doing."

"We have gotten countries like Egypt, like Jordan, others on board with this effort against [ISIS]," she said.

The military component was a "short term" solution to combat the threat of ISIS, Harf said, adding it was "extraordinary" to see the participation of other Arab countries. She said other nations could do more to cut off financing to ISIS, as well as "cut off the flow of foreign fighters."

"If you look at a country like Turkey, that's a main route for people to get into Syria to take up arms with [ISIS]. I think they know they need to do more, and they have done more. But, I think all the countries in the region, not just on foreign fighters, but on financing, too, really need to do more, because they're the ones, you know, closest geographically to this threat, and they're the ones who can play a bigger role," she said.

Harf admitted it would take boots on the ground to defeat ISIS, but said they needed to be "Iraqis or Kurds, when it comes to Iraqi territory, and the Syrian opposition in Syria," adding it would be a "long fight."

"We really want these forces on the ground to be from that place. They know the people better. They know the terrain better. We'll help them from the air with airstrikes, but they really need to be the boots on the ground. Not us," she said.
