Reports that 140 Americans are currently fighting for ISIS in Syria and Iraq are nothing compared to the number that will be involved if the terrorist group isn't stopped, says Sen. Lindsey Graham.

"If this war continues and ISIS continues to win and is seen as a conquering jihadist hero in the eyes of these disturbed people throughout the world, it's going to be 1,400," Graham said Wednesday on Fox News Channel's "On the Record with Greta Van Susteren"

American Douglas McAuthur McCain died over the weekend fighting for ISIS in Syria, and Graham said any American who fights for a terrorist group should be considered an enemy combatant under the rules of war, "subject to being killed or captured."

The South Carolina Republican called President Barack Obama "derelict in his duty as commander in chief" by not getting ahead of the threat.

"This is not an act of nature. ISIS didn't come about from a hurricane or a storm," Graham said. "They filled in a vacuum three years ago created by the president's inaction in Syria."

ISIS has taken over several cities in eastern Syria and northern Iraq, proclaiming a caliphate and vowing to raise "the flag of Allah" over the White House.

The United States has engaged in limited airstrikes against ISIS in Iraq in recent days, but Graham said action must also be taken in Syria or "there's no hope of stopping them."
