Just before President Barack Obama arrived in Manila this week, the United States and the Philippines signed a 10-year pact that builds upon their 1951 mutual defense treaty and contemplates "the enhanced rotational presence of U.S. forces," meaning more access to ports and bases for U.S. military personnel.
