The United States and Russia are apparently in dispute over several interpretations of the new Strategic Arms Reduction Treaty. And Arizona Sen. Jon Kyl, a key negotiator for the Republican Party on START, says the Obama administration must work with Russia to solve the spats,
The Hill reports.

Speaking on the Senate floor, he said Russia has implemented the treaty in several ways that are at odds with America’s interpretation of the document and that failure to resolve these issues could have big negative ramifications in the future.
"Because there is no meeting of the minds on these matters, the potential for disputes and increasing tension between the two sides is likely," Kyl said in his prepared statement. "What was to serve as a vehicle for 'reset' may, in fact, serve to promote increasing discord."
