Secretary of State John Kerry has appeared frustrated with the Israeli government, saying he would not rule out blocking action by the United Nations Security Council in order to oppose moves that could pressure Israel to make a deal with the Palestinian state.

"If it's a biased and unfair resolution calculated to delegitimize Israel, we'll oppose it. Obviously, we will. We always have. But it's getting more complicated now," Kerry said at the Saban Forum, a gathering of senior Israeli and American policy officials, according to The Hill.

Kerry's comments appear to signal concerns that Israeli hard-liners will gain new resolve by the prospect of working with President-elect Donald Trump.

"There are, however, other people out there who, because of this building frustration—you need to know there are any number of countries talking about bringing resolutions to the United Nations."

He slammed Israeli officials, saying, "Out of the mouths of ministers in the current government have come profoundly disturbing statements publicly," according to The Hill.

"More than 50 percent of the ministers in the current government have publicly stated they are opposed to a Palestinian state and that there will be no Palestinian state," Kerry said at the forum, according to a New York Times report.

Kerry warned that Israel was "heading to a place of danger," the Hill's report said.

Prime Minister Benjamin Netanyahu said that settlements were not holding up peace efforts. Kerry agreed with Netanyahu, but said, "If you have a whole bunch of people who are specifically, strategically locating outposts and settlements in areas that make it impossible to have a contiguous Palestinian state, they're doing it for the specific purpose of not having a peace… that greatly complicates the whole topic of peace."
