Sen. Harris Proposes Bill to Ensure Access to Clean Water

Sen. Kamala Harris, D-Calif., plans to introduce a $250 billion Water Justice Act that would ensure minority communities have access to clean water and to upgrade outdated water infrastructure, The Hill reported Monday.

The proposed legislation would provide help for families unable to pay water bills and invest funds toward affordability, sustainability, and safety measures, while also replacing lead service lines.

"Every American has the right to clean water, period," Harris said in a statement. "We must take seriously the existential threat represented by future water shortages and acknowledge that communities across the country – particularly communities of color – already lack access to safe and affordable water."

Harris is focusing on the issue as she and other 2020 Democratic presidential candidates will speak at the NAACP's national convention this week in Michigan, where the city of Flint has faced a major water crisis, ABC News reported.

In addition, next week 20 candidates will take part in the party's second set of presidential debates in Detroit.

The legislation proposed by Harris would include a $50 billion emergency fund to help communities whose water supplies have been contaminated, such as Flint.

It would also allocate $10 billion to offset water costs in low-income and "environmentally at-risk" communities, defined as those that are close to hazardous or heavily-polluted sites.

Corresponding legislation already has been introduced in the House by two Democratic representatives.
