House Democrats are going to need evidence "so clear" for "offenses so grave," even loyalists for President Donald Trump will relent on impeachment, because "partisan impeachment" will "tear the country apart," Rep. Jerry Nadler, D-N.Y., said Monday.
"You don't want half the country to say to the other half for the next 30 years, 'We won the election. You stole it from us,'" Rep. Nadler told MSNBC's "Morning Joe." "You have to be able to think at the beginning of the impeachment process that the evidence is so clear, of offenses so grave, that once you've laid out all the evidence, a good fraction of the opposition, the voters, will reluctantly admit to themselves, 'They have to do it.'
"Otherwise, you have a partisan impeachment, which will tear the country apart."
Impeachment boils down to the evidence of grave offenses from special counsel Robert Mueller or congressional investigations, not which party controls the House, Rep. Nadler said.
Impeachment has three phases to consider, according to Nadler, who is slated to be the next chairman of the House Judiciary Committee:
- Did the president commit impeachable offenses?
- Do the offenses rise to the level of impeachment?
- Can it be agreed upon across parties lines?
"If Mueller shows us that the president has committed impeachable offenses, we'll have to make judgments as to how serious those impeachable offenses are and whether we should undertake an impeachment," Rep. Nadler said. "If we see evidence of impeachable offenses not from Mueller, the same question will arise.
"You have to be reluctant to do an impeachment."
