Hillary Clinton ally Patrick Kennedy is at the center of the Democratic candidate's latest email scandal, and has been a target of the GOP for years for various Clinton controversies, the Washington Examiner reports.

The Under Secretary for Management at the State Department allegedly offered the agency a trade for downgrading a classified email on Clinton's private server, according to FBI notes that were released Monday.

"This is one of the great miscarriages of justice in the history of our country," Republican presidential nominee Donald Trump said at a rally in Wisconsin on Tuesday, according to Fox News.

"The FBI documents show that Under Secretary of State Patrick Kennedy made the request for altering classification as part of a 'quid pro quo,' in other words a deal," Trump continued. "This is felony corruption. Under Secretary Kennedy needs to resign."

Kennedy also supervised the security for U.S. diplomatic compounds, putting him "at the heart of the State Department's effort to stonewall" the House investigation into the Benghazi attacks, according to Rep. Mike Pompeo, R-Kan., who spoke to the Examiner on Tuesday.

"[Kennedy] was also at the heart of her efforts to set up a private email system," Pompeo added.

"It's about naked power," he continued. "You can disagree about whether something should be classified or not but … this is just something about power — I've got something you need. You need to put FBI agents in Iraq. It's as egregious an example of State Department tolerating corruption as I have seen."

The Examiner also reports that Kennedy seemed to know about and approve of Clinton's private email server from the beginning of her time as secretary of state, and sent or received 50 emails from Clinton's private email account.

"The stand-alone separate network PC is a great idea," Kennedy said in an email to Clinton's then chief of staff Cheryl Mills and another senior State official.
