General Motors plans to become the first company to test self-driving cars in New York City, according to a Tuesday report in The Wall Street Journal.

GM will send out a fleet of Chevrolet Bolts, self-driving electric cars, in a five-square mile section of lower Manhattan early in 2018, the Journal reported.

A safety operator will be behind the wheel in each car in case something goes wrong, GM said.

"Anyone else who's driving in New York City knows that it's going to present some unique challenges," said Kyle Vogt, the chief executive of Cruise Automation, the driverless-car developer that GM acquired in 2016, according to the Journal.

"We're proud to be on the forefront of this emerging industry that has the potential to be the next great technological advance that moves our economy," said New York Gov. Andrew Cuomo in a statement.

One-quarter of miles driven in the United States by 2030 could be with shared, self-driving vehicles, according to a Boston Consulting Group estimate, The Journal's report said.

Self-driving cars could relieve traffic congestion, but could also lead to more cars on the road and thereby encourage more urban sprawl, according to an Associated Press report Tuesday.

Toyota plans on testing self-driving, talking cars by 2020, the Toyota Motor Group announced Monday.
