President Donald Trump declared the opioid epidemic an emergency last year, but that has done little to help the crisis, according to a government report obtained by Vox.

The Government Accountability Office noted in a study released publicly on Tuesday that the Department of Health and Human Services declared the opioid crisis a public health emergency on October 26, 2017. This allowed the Trump administration to utilize three new authorities to decrease paperwork, sped up progress on two state programs for substance abuse treatment, and improving the support given to research into opioid addiction. The GAO reports that 14 other authorities are available to the Trump administration, but that several are not relevant to the opioid crisis. It also notes that the Public Health Emergency Fund is merely $57,000, and that the Trump administration has yet to request additional funds.
The audit was requested by a group of Democrats, including Washington Sen. Patty Murray and Massachusetts Sen. Elizabeth Warren, who said in a statement to Vox: “Communities are desperately in need of more help to address the opioid epidemic. President Trump, as this report shows, has broken his promises to do his part. I’ve asked this administration time and time again to show what actions they are taking to meaningfully address this crisis. No response. To me, it looks like empty words and broken promises. Hand-waving about faster paperwork and speeding up a few grants is not enough — the Trump Administration needs to do far more to stop the opioid epidemic.”

The White House did not respond to Vox’s request for comment.
