A former diplomat urged then-President Barack Obama to take tougher action against Russia in the face of overwhelming evidence that Russians were actively trying to "discredit the democratic process" in the U.S., Victoria Nuland told Politico.

Nuland, with three decades of service in the State Department, recognized in the summer of 2016 what the Russians were doing, but watched as a hapless administration sat on its hands.

"Certainly, with Vladimir Putin, straight reciprocity, whether you're trying to make an affirmative deal, or whether you're trying to blunt bad action, is the best way to go," Nuland told Politico. "So, there were a number of us inside arguing that we should make it cost for them earlier on."

Nuland, who had served in Republican and Democratic administrations, said the release of the hacked Democratic National Committee emails was the defining moment.

"That's when the hairs really went up on the back of our necks," Nuland told Politico.

Nuland criticizes Obama for not taking "countermeasures" that "would have raised the cost" on the Russians and possibly prevented them from carrying on, she told Politico.

But Obama wasn't alone in his latency to act.

"The attribution from the intelligence community, frankly, came far later than it should have," Nuland told Politico.
