Joe Biden is "just running an old playbook" that relies on his years as former President Barack Obama's No. 2, former Maryland Rep. John Delaney said in his quest for the Democratic Party's 2020 presidential nomination.

"He doesn't have any new ideas, and he's effectively just running an old playbook," Delaney told Politico in a Thursday interview. "On all these issues, I have a bunch of new ideas that can allow us to reimagine our future — and I think people get that I can do that.

"At the end of the day, the vice president is effectively running on a bunch of President Obama's — the policies of that administration, many of which I support."

Those include Obamacare, though Delaney would make changes within his first 100 days in the White House "because we have to do that."

He also supports Biden's pledge to rejoin the Paris climate agreement.

"But there's got to be the next reimagination," Delaney told Politico. "There's got to be Paris 2.0," which would include a carbon "cap and dividend" plan, placing fees on every ton of carbon dioxide emitted.

Delaney, 56, is also running as a moderate, stressing his ability to work with Republicans.

The Biden campaign declined to comment, Politico reports.

Federal Election Commission filings say Delaney loaned his campaign nearly $8 million last quarter — and he told Politico he has spent about $7 million of his own money.

Delaney plans to campaign through the Feb. 3 Iowa caucuses. He has visited all of the Hawkeye State's 99 counties.

"I've spent a lot of time there," he said, "and if that doesn't work, then it doesn't work."
