If you want to see Hillary Clinton's method of effecting change, look no further than her recent confrontation with a Blacks Lives Matter activist, says talk radio host Rush Limbaugh.

Video released late Monday shows the Democratic presidential front-runner talking to a group of Black Lives Matter protesters privately after a campaign appearance in New Hampshire one week ago.

In the video, one man urges Clinton to do more to persuade white people to strive to stop the killing and incarceration of black people, and he blamed her husband, former President Bill Clinton, for enacting laws that lengthened prison sentences during his time in office.

The exchange, recorded by members of the Black Lives Matter Boston group, shows the exchange getting testy, with Clinton finally saying that moral suasion is not the way to go.

"Look, I don't believe you change hearts," Clinton said. "I believe you change laws, you change allocation of resources, you change the way systems operate. You're not going to change every heart."

"What Hillary Clinton is saying here is she's not interested in persuading people," Limbaugh said on his show on Tuesday. "She's not interested in debating people. She's not interested in trying to get to people's hearts and minds because she doesn't think it's possible. What she wants to do is bully them."

Clinton wants to use the power and the force of government to create laws and regulations to dictate behavior, he said.

"She doesn't want to try to talk to people and make them better. She is not interested in engaging people and having them improve, and maybe get rid of prejudice or whatever," Limbaugh said. "If they don't, then they're going to deal with new, tougher laws, because Hillary doesn't have time for it."

That stands in direct opposition to the conservative movement's current attempt to change hearts and minds on abortion, he added. A recent series of undercover videos has attempted to show how Planned Parenthood sells tissue from aborted fetuses for research.

"That's the only real way that you effect permanent deep change," Limbaugh said. "You have to reach people. You have to connect with them. You have to try to persuade them. There's an art to it. That's how you build momentum."

Clinton appears uninterested in such an approach, he said.

"She just wants to dictate to people what they're going to do and what they're not going to do," he said. "And if they violate what her dictates are, then here comes Penalty A, Penalty B."

Clinton likely wouldn't make such a statement in a public speech, Limbaugh said. ABC News reported that the Clinton campaign told the press that the Blacks Lives Matter members had requested no media attend their private meeting, but that the group later said it had made no such request.
