Poll: Most Say Trump, Congress Won't Reach Deal

Most voters are pessimistic that President Donald Trump and Congress will reach a deal on funding the federal government before the Feb. 15 deadline, according to a new CNN poll.

  • 64 percent say deal won’t happen before deadline.
  • 65 percent of Democrats, 57 percent of Republicans and 67 percent of independents say the same.
  • About 70 percent say the federal government is doing a poor job governing.
  • 43 percent say this is the worst governing of their lives.

CNN notes that for comparison, 21 percent of voters in 1996 said that the governing was the worst they’d ever seen following the longest shutdown on record that month. 

  • 40 percent approve of Trump, 55 percent disapprove.
  • 41 percent approve of his handling of immigration, 54 percent disapprove.
  • 57 percent would oppose another shutdown over funding for a wall on the Southwest border.
  • 66 percent say Trump should not declare a national emergency to build a wall, 31 percent say he should.

Conservatives tend to support another shutdown or declaring a national emergency to get funding for a wall:

  • 78 percent would support a shutdown if no wall funding is included in a budget agreement.
  • 72 percent would favor Trump declaring a national emergency to build a wall.

Support for House Speaker Nancy Pelosi, D-Calif., surged during and since the shutdown, 42 percent approve to 47 percent, having risen eight points since December.

SSRS conducted the poll on behalf of CNN from Jan. 30 to Feb. 2, surveying 1,011 adults across the country by phone, with a margin of error of 3.8 percentage points.
