Fox News' Bill O'Reilly appeared on CBS' "Late Show with Stephen Colbert" Monday night and while discussing the "Kate's Law" legislation, O'Reilly raised his voice.

The legislation is named after Kathryn Steinle, who was killed by an undocumented immigrant who was also a convicted felon. The law would set mandatory prison terms for illegal immigrants who have been deported from the U.S., but returned illegally.

O'Reilly directed outrage at Senate Majority Leader Mitch McConnell, saying he and Republican leaders wanted to attach it to a "sanctuary city bill that they knew President Obama would veto."

Colbert responded, "Why would they do that?" which incited O'Reilly to raise his voice, pound on Colbert's desk and say, "That's right! Why would they do that?" Colbert jokingly responded, "That's a new table."

The Fox News anchor said he believed President Obama would sign the law if it got to his desk, but Republican leadership approached it the wrong way.

"You can't attach it to 15 other things," O'Reilly said.

Republicans are upset because their own leadership is not performing to their expectations. "They don't expect their own leadership to not do anything. That's why they're furious," O'Reilly told Colbert.

According to The Huffington Post, the drawbacks of the Kate's Law legislation is the mandatory sentences lacks research, and would increase prison populations by 57,000.

O'Reilly, who had an apparently combative relationship when Colbert hosted "The Colbert Report" on Comedy Central, appeared joking and friendly with each other, saying he had to take "little steps" in his friendship with the "Late Show" host.

Then Colbert sniffed a marker, implying he needed the intoxicating fumes to deal with O'Reilly.

The Indiana primary was also discussed as well as the presidential elections.

The media constructs a storyline about competition "so you'll watch, but Trump will defeat Cruz for the nomination. It was over three weeks ago in New York," O'Reilly said.

O'Reilly then joked about his friendship with Trump, pointing out that the real estate mogul doesn't carry cash. "I bought him a milkshake. He's got $10 billion. He's got no money."
