Kudlow: Trump, Negotiators 'Very Optimistic' on China Trade Deal

China trade talks are making progress and the United States still aims to sign an initial deal this month, although the phase one agreement remains unfinished and some issues will be pushed to a second pact, a White House official said on Friday.

“The deal on phase one is not yet completed,” White House adviser Larry Kudlow told Fox Business Network in an interview.

However, he added, agreements on agriculture, financial services and currency were nearly completed, while any agreement on intellectual property theft issues remains uncompleted.

The issue of technology transfers would likely be pushed back to a second phase trade deal, he added.

“I’m quite optimistic,” Kudlow told Fox Business Network.

Still, U.S. tariff hikes on Chinese imports will remain on the table until the initial phase one deal is completed, he said separately in an interview on Bloomberg Television.

In wide-ranging interviews with the two networks, Kudlow said:

  • Trump would like to make a trade deal with Britain but his administration is concerned with European stipulations as the United Kingdom remains mired in Brexit. “He would love to do a trade deal with the new United Kingdom, if you will, but we are concerned about some of the EU regulations, stipulations. We’ll see how that turns out,” he told Fox Business Network in an interview.
  • Trump’s administration will look very closely at the planned merger between Fiat Chrysler (FCAU.N) and Peugeot owner PSA (PEUP.PA). The deal, announced on Thursday, would create the world’s fourth-largest auto maker. “We will obviously look at it very, very carefully,” Kudlow said on Bloomberg. “The president has not commented on the deal... We’re not afraid of doing business with international companies, Lord knows.” When asked about the 12.2% equity stake and 19.5% voting stake China’s Dongfeng Motors holds in PSA, Kudlow said: “With respect to the Chinese story, we obviously are alert and on guard.”
