The Internal Revenue Service could have a hard time this tax season, as tens of thousands of IRS employees have been recalled to work without pay while millions of Americans face new rules for filing taxes, Politico reports.

About 30,000 furloughed IRS employees have been recalled, but “after a month with no pay, real hardship does exist for federal employees, including not having the money needed to get back and forth to work or to pay for the child care necessary to return to work,” according to Tony Reardon, who heads the National Treasury Employees Union. Even with these workers returning, the IRS has said that it will enter its busiest time of the year with just over half its workforce.

At the same time, Americans will file their taxes for the first time under the GOP tax plan, which could result in confusion as Politico notes that “even experts are unsure whether workers have had the correct amount of taxes withheld from their paychecks.”

“The politicians are playing with dynamite if something goes wrong during filing season,” former IRS Commissioner Larry Gibbs told Politico. “If you don’t pay refunds to people who are expecting them on a timely basis, all hell breaks loose.” “You have extraordinarily angry and very upset taxpayers,” he added.

“Everybody is concerned,” said former IRS Commissioner John Koskinen, who left the office in 2017. “There would have been uncertainty and challenges even without the shutdown – the shutdown is just exacerbating all of that.”
