Obama Should Focus on Job Creation

What has happened to the jobs focus? After devoting the past 16 months to controversial health insurance reform, President Barack Obama has moved on to nuclear weapons summitry.

The president did take time on March 18 to sign the Hiring Incentives to Restore Employment Act (HIRE). This legislation is touted as relief for hardships resulting from a 9.7 percent national unemployment rate. HIRE is a $17.7 billion promise by the White House and the Democrat Party to reduce unemployment.

Meanwhile, one in every 10 Americans is unemployed. This is in addition to the 16.9 million workers who remain underemployed, such as lawyers working as paralegals.

Unaddressed in HIRE are the 11 million to 18 million illegal aliens who currently hold down jobs in the United States.

HIRE provides tax cuts for businesses that hire people who have been out of work for at least two months. Such companies will not have to pay the 6.2 percent Social Security payroll deduction and will receive a $1,000 credit on their 2011 tax return for each new worker who stays on the job for 52 weeks.

The new law helps businesses write off investments for equipment purchases in 2010 and encourages job creation by expanding investments in schools and clean energy projects.

HIRE does not require verification of work authorization or citizenship of these new employees. Nowhere does it specify that workers must be U.S. citizens or legal permanent residents.

Unaddressed in HIRE are the costs of foreign nationals working illegally in the United States. These costs include not only the salaries lost to U.S. workers but also the resultant lower payments to Social Security, Medicare, and income taxes.

Projections show that 2010 will be the first year in which Social Security payouts will outnumber employee payments into the system. The loss in Medicare payments and income taxes previously paid by now-unemployed workers adds to the current fiscal difficulties of the nation.

The anemic excuse of immigration advocates that illegal aliens pay their fair share is without merit. Most illegal aliens hold jobs in the low-skilled, service-oriented fields, and farm areas. And most are paid in cash, constituting in business jargon an “off the books” cost.

A March 21 rally in Washington, D.C., in support of immigration reform legislation was staged by community organizers to publicize the numbers supporting illegal immigration and amnesty. U.S. flags with Mexican logos superimposed were displayed along with professionally printed signs that read, “Sin Fronteras, Sin Estados”, which translates as “No borders, No States.”

Is this the Obama administration’s “comprehensive” immigration reform? Notice that the one-worlders of the radical left, who embolden the borderless states mentality in America, dare not ask other countries to dismantle their frontiers.

In the president’s recent trips to Iowa, Maine, and North Carolina to sell Obamacare, his only mention of jobs was in referencing the “stimulus” legislation (The American Recovery and Reinvestment Act of 2009) and HIRE, both of which appear to many U.S. citizens, employed and otherwise, as too little, too late.

The Bureau of Labor Statistics (BLS) in the U.S. Department of Labor estimates that 11 million Americans are currently unemployed. Where do unemployed illegal aliens fit in these estimates?

Michigan, with an unemployment rate of 14.1 percent, is in the midst of a legislative debate over benefits for illegal aliens. State Rep. Rashida Tlaib, a Democrat from Detroit, has submitted a state bill to guarantee that illegal aliens in Michigan will be eligible for Michigan Workers Compensation benefits. Similar legislative efforts are under way in other states.

The economic stimulus bill signed by President Obama lacked a provision to ensure that new workers, hired using stimulus funds, would be U.S. citizens or legal immigrants authorized to work.

Many Hispanic workers are employed in the construction and transportation industries, in which a large portion of stimulus money is being allocated.

If the stimulus bill has created 2 million construction jobs, as claimed, and illegal aliens constitute an estimated 15 percent of the workforce, then the stimulus bill may be providing illegal aliens with 300,000 construction jobs, while U.S. citizens struggle to find work.

The projected growth of public-sector employment under the stimulus bill and Obamacare suggests that the Obama administration and the Democrat Party are not adverse to a majority of people in the United States being on the government payroll, either directly or indirectly.

The implications of this trend would be the creation of a controlled class of voters who would follow the ruling party line or lose their jobs. The president and the Democrat-controlled Congress just might minimize funding of HIRE, if their strategy is not based on resolving the unemployment malaise.

One theory has Obama and his handlers seeing high unemployment as a way to facilitate a complete takeover of the private business sector.

The Obama takeover already includes banking, General Motors (GM or as some call it, Government Motors), Chrysler, healthcare insurance, and education.

Increasingly, power is being vested in the federal government. Remember “No Borders, No States.”
