The lenient Kentucky gun laws put the state in high-ranking status in various ratings: Whether it's a best state list for firearms or weakest gun law report, Kentucky is near the top.

The popularity of sport shooting and encouragement of gun ownership make states such as Kentucky, Georgia, and Arizona among the best states for gun owners, according to Guns & Ammo, which also mentions that New York, California, and Connecticut have the toughest laws to restrict gun ownership rights for its citizens.

Interviewing gun owners at a 2014 NRA show and examining legislation for all 50 states, Guns & Ammo used criteria that included right-to-carry laws, restrictions on rifles and shotguns, and other factors for its list.

Kentucky finished fifth, close behind Utah, Georgia, Alaska, and Arizona, which led as the best states for gun owners. California, Hawaii, New York, Connecticut, and Massachusetts were at the bottom of the list.

Kentucky gun laws allow residents to file applications for carrying a concealed weapon permit to help streamline the process, according to Guns & Ammo. Carry permits are recognized from all jurisdictions and people honorably discharged from the military can obtain the permits and waive training requirements. Gun owners can openly carry firearms is most areas.

The state eliminated the requirement of a six-month residency to apply for a concealed carry permit. Gun owners can also carry concealed weapons on their property and can carry in their businesses without a license. Victims of domestic violence can get a 45-day carry permit without the firearms training normally required. Legislation allows keeping firearms, loaded or unloaded, throughout vehicles, such as in seat pockets and center consoles.

Meanwhile, Kentucky and its neighbors — Tennessee, West Virginia, Ohio, and Indiana — received bad grades from a 2013 report from the Brady Campaign. On a scale of 0 to 100, with 100 being the highest score for the toughest laws, Kentucky gun laws received a 10.5.

California scored at the top of the Brady Campaign list for the strongest gun laws with an 89. It was followed by Connecticut, New Jersey, Maryland, and New York.
