The gang consists of eight bipartisan senators, four Democrats and four Republicans, each who advocated for immigration reform in the past, according to The Washington Post
The Gang of Eight first proposed the legislation in 2013 as the first large-scale immigration reform introduced since 2007, according to USA Today

The bill consisted of temporary residency for undocumented immigrants for 10 years. To be granted the amnesty, the foreigners would have to pass a background check, learn English, and pay taxes as well as at least a $2,000 fine.
After 13 years in country, the undocumented aliens would also be permitted to have a path to citizenship.
To adhere to those shouting to close the border, the legislation would also allocate an extra $6.5 billion more to secure the boundary between the United States and Mexico. The money would focus on high-risk areas for surveillance, fund 3,500 more customs agents, and deploy National Guard to the border, The Hill reported.
The Department of Homeland Security would be required to complete most of these measures before amnesty is granted to illegal immigrants.
Business owners would be required to check the status of immigration for the workers they hire as well.

Finally, the bill’s passage would alter the immigration process by bringing in more high-tech workers as well as lower-skilled employees on temporary visas through increases on the cap. The bill requires the workers to be paid the same as others employed or at the salary level for the profession in the area, depending on which is higher.
Despite much support for the bill, some people have criticized it for its increase in spending without oversight, being unfair for the millions waiting to come legally to the country, and holding favoritism for certain special interests, The Daily Signal reported
