Los Angeles officials unanimously voted Wednesday to allow marijuana for recreational use, partly because of the tax revenue it will generate for the city.

The Los Angeles Times reported the City Council approved the measure by a 12-0 decision. Mayor Eric Garcetti must now sign off on the legislation to make it official.

The new rules would make it legal for businesses to set up and sell marijuana under a set of controls that include exclusion zones in neighborhoods and around schools. For 21 years, it has been legal to use the drug in California for medicinal purposes.

"As lawmakers, we have a responsibility to reasonably regulate this industry in a manner that is safe, inclusive, and practical," L.A. City Council President Herb Wesson said Wednesday.

The Times noted regulated marijuana sales could generate more than $50 million in tax revenue in 2018. It was reported earlier this year Los Angeles was seeking up to $70 million to cover lawsuit settlement payments.

"This is a city that is ready to make the jump and not just put their toe in the water," UCLA Luskin School of Public Affairs adjunct professor Brad Rowe told the Times.

California and 28 other states allow the use of marijuana for either medicinal or recreational use.

The legal marketplace in California is seen as a way to impose order and to prevent illegal operators from selling marijuana.

In the background is widespread uncertainty about whether the Trump administration will attempt to intervene in states where marijuana is legal. Because marijuana is illegal in the eyes of the federal government, many major banks are leery to do business with dispensaries and growers, so much of the business is conducted in cash.
