U.S. borders can be secured, but the Obama administration has no intention of doing so, says Glenn Spencer, chairman of American Border Patrol, a non-governmental nonprofit that monitors U.S. borders.
Spencer, who for 12 years has lived along the Arizona-Mexico border, says there are levees between Mexico and the United States to stop the river from flooding the land in cities.

"They can also be used to stop people from flooding across the land by building fences on top of the levees," he explained to
Newsmax TV hosts J.D Hayworth and John Bachman on "America's Forum" on Monday.
There are 12 gates peppered every quarter- to half-mile where people get through, Spencer said. From an airplane, Spencer recently photographed 80 miles of the border, he said, showing spots where illegal immigrants come into the United States.
"All 12 were open," Spencer said. "There was only one border control vehicle at one of the open gates."
The
$2 billion that President Barack Obama is requesting from Congress to deal with the immigration crisis could secure the border, Spencer said, but it won't.
Spencer said his organization predicted the surge of illegal immigrants in 2012, the same year Obama formally announced the Deferred Action for Childhood Arrivals (DACA) legislation. DACA allows those who came to the United States before age 16, and who have served in the military or attended high school here, to apply to the Department of Homeland Security for employment authorization.
DACA was akin to a "starter's pistol," Spencer said.
"It started a surge across the border, and two years ago, before the election, I said if the Republican Party doesn't make an issue out of this it's going to be political malpractice. Republican leadership should've known it, and they should've taken action then."
The current crisis, which has seen at least 52,000
unaccompanied minors enter the United States illegally, mostly from Central America, is an opportunity for the left "to bring in more people who will vote for them," Spencer said.
"This is a rallying cry for the left to say, 'We're all Americans.'"
Spencer said
his organization has developed a method to secure the border and that if the U.S. people truly want that to happen, they must elect politicians who will get it done.
