Conservative PAC Head: Spending True Test for GOP Congress

As the newly Republican-led Congress unveils its first budget proposal, Americans for Prosperity President Tim Phillips says that reining in spending is the "true test" for the GOP.

"They've been given a second chance [to repeal] Obamacare" and push "back against the global warming nutty agenda," Phillips told J.D. Hayworth and Republican strategist Ford O'Connell on "America's Forum" on Newsmax TV on Wednesday.

"They're united, and they're doing what the American people want and what the conservative activists and the base want," he said.

"But on the spending, that's the true test, and I thought the budget that [House] Budget Chairman Tom Price put forward yesterday was a promising start," he explained.

"It [reins in] Medicaid, reforms and actually saves Medicare, and holds the caps on discretionary spending," the president of the conservative PAC said.

"This Medicare reform is not perfect, I don't like every provision in it, but it's real and it's substantive and it will save and make solvent that program," Phillips said.

"But if the Republican fail to put forward a regular order budget through the appropriations process this year that actually reins in the size of government, it could harm and cost them the majority over time," he added.

Phillips said, "If they fail on the budget, they become a wimpy kind of the same old, same old expanding government budget."

He contends that as a result, the American people would grow frustrated because they are "not doing what they promised they were going to do."

Defense hawks in the Senate have said current caps on military spending because of the sequester need to be lifted. Arizona Republican Sen. John McCain has said that Republicans can't "complain about the president of the United States if we are going to stick to the sequestration numbers."

Phillips told Newsmax that reconciling defense spending is key, "and there's a way to stay within the sequester caps, still allow defense spending to go up if they would be willing to step up and cut spending in some other areas on the discretionary front."

Republicans should not fear the attacks by Democrats who try to argue that Republicans are "going to allow old folks to pass away" and school lunches will be harmed because in recent years the Republican majority has only continued to grow, despite "these same old liberal diatribes."

It shows "that the American people will stand with them when they do the right thing on spending."
